Kent County Council is the Accountable Body for the programme and it is a partnership between East Sussex County Council, Essex County Council, Surrey County Council, West Sussex County Council, Isle of Wight Council, Portsmouth City Council, Southampton City Council, Thurrock Council, Basingstoke and Deane Borough Council, Rushmoor Borough Council, Southend-on-Sea Borough Council, Test Valley Borough Council, Winchester City Council, the University of Brighton, and the University of Portsmouth.
